2014年12月5日，中国国家标准化管理会SAC发布了第27号公告,其中包含了标准<便携式电子产品用锂离子电池和电池组安全要求>在内的234项国家标准.标准代号为GB 31241-2014，从标准代号GB可以看出,该标准为国家强制性标准，并且该标准将于2015年8月1日正式实施。
标准中指出本标准按照GB/T1.1-2009给出的规则起草。
