根据欧盟的法律，生产商和进口商负责验证其产品符合相关的欧盟指令的要求。 这意味着生产商(或者进口商)必须经过各种测试去确保该产品符合相关要求。 生产商或进口商必须保存一份技术文件档案，技术文件包括对设备的详细描述、 图纸、测试报告等。当生产商或者他的授权代表认为该产品已经符合了相关的要求后， 他们需要签署一份符合性声明(Declaration of Conformity)，然后就可以在产品上打上CE 标识。
